Third-Party Administrator (TPA) Access


Zoho Payroll will file and pay applicable state taxes on your behalf. However, for certain states (listed below), we’re required to have Third-Party Administrator (TPA) access to your organization’s account with the respective state agencies. Granting this access enables us to:

  • Communicate with the state tax agencies on your behalf
  • Handle tax filings, payments, and wage reporting seamlessly

California


California Employment Development Department (EDD)

To grant us TPA access to the California Employment Development Department (EDD):

  1. If you are a new employer, provide us with your New Employer status.
  2. Otherwise, provide one of the following:
    • Total Subject Wages from one of your last three DE 9C (Quarterly Contribution Return and Report of Wages) filings
    • Reserve Account Balance from your latest DE 2088 (Notice of Contribution Rates and Statement of UI Reserve Account)
    • Payment Amount from one of your last five EDD payments

Colorado


Colorado Department of Revenue

PREREQUISITE You must have an active Individual Revenue Online Account.

To grant us TPA access to the Colorado Department of Revenue:

  1. Log in to Colorado Revenue Online.
  2. Click Manage My Profile.
  3. Go to the More… tab and, under the Access section, select Grant Third Party Access.
  4. Click Next on the bottom right. You’ll be redirected to the New Third Party Access page.
  5. Fill in the required details and click Submit.

How to verify if access has been granted?


Hawaii


Department of Labor and Industrial Relations

To grant us TPA access to the Hawaii Department of Labor and Industrial Relations:

  1. Log in to Hawaii Unemployment Insurance.
  2. Click Employer Services on the right panel.
  3. Under User Management, approve the Service Company request from Check Technologies.

Iowa


Iowa Workforce Development

To grant us TPA access to the Iowa Workforce Development:

  1. Log in to myIowaUI.
  2. In the left sidebar, click Assign Agent.
  3. Enter Agent ID: R2579839.
  4. Under Assign UI Account Roles, enable these permissions:
    • Manage Payments
    • Submit/change Wage Detail
    • View Transaction History.

Indiana


To grant us TPA access to Indiana Uplink ESS:

  1. Log in to ESS.
  2. Select Maintain Users from the menu on the left.
  3. Select User Information.
  4. Under External Account Authorizations (Agents), click ADD.
  5. Click Search and search for the Agent ID: 120389.
  6. Select the agent and click NEXT.
  7. From the Auth Level dropdown, select Wage Records.
  8. Read and accept the affirmation of responsibility.
  9. Click NEXT.

Massachusetts


Massachusetts Department of Unemployment Assistance

To grant us TPA access to the Massachusetts Department of Unemployment Assistance:

  1. Log in to Unemployment Services for Employers.
  2. Click Additional Services and select Manage Third-Party Administrator Access.
  3. Click Add Third-Party Administrator and hit Next.
  4. Enter Agent ID: 111213 and click Next.
  5. Assign the following roles:
    • Account Maintenance (View Only)
    • Payments (Update and Submit)
    • Employment Wage Detail (Update and Submit)
  6. Click Next, then Submit.

NOTE Once the TPA access is granted, all users associated with the TPA account will be able to access your account for the granted roles.

How to remove access for an existing TPA?


Minnesota


MN Employment and Economic Development (MNDEED)

To grant us TPA access to the MN DEED, follow the instructions on the Minnesota Unemployment Insurance (UI) Program site.

You may need the following information:

  1. TPA ID: AG021422
  2. Assign the following roles:
    • Account Maintenance (View Only)
    • Tax Payment (Update and Submit)
    • Wage Detail (Update and Submit)

New Mexico


New Mexico Department of Workforce Solutions

To grant us TPA access to the New Mexico Department of Workforce Solutions, follow the instructions on their official website.

Use the following information when prompted:

  1. TPA ID: 500002855
  2. Assign the following roles:
    • Account Maintenance (View Only)
    • Payments (Update and Submit)
    • Employment Wage Detail (Update and Submit)

North Dakota


North Dakota Taxpayer Access Point (TAP)

To grant us TPA access to North Dakota TAP:

  1. Provide your Entity Type, such as:
    • Association
    • Corporation
    • Government
    • Individual
    • LLC
    • Partnership
    • Sole Proprietor
    • Transmitter
    • Trust
  2. Share a recent Letter ID from your TAP account.

We’ll use this information to request access. Once done, log in to TAP and approve our request.


Oklahoma


OKTAP – Taxpayer Access Point

To grant us TPA access to Oklahoma OKTAP:

  1. Log in to OKTAP.
  2. Click Allow Third Party Access.
  3. Create a Passphrase and share it with us. We will then request access using this passphrase.
  4. Approve the request and grant All Access to Check Emp.

Pennsylvania


Office of Unemployment Compensation

To grant us TPA access to the Pennsylvania Office of Unemployment Compensation:

  1. Log in to UCMS.
  2. Navigate to Employer Profile and click Manage Representative.
  3. Click Add New Representative and enter the below details:
    • Representative Identifier: 9318336670
    • Today’s Date
    • Select Contribution Rate Information
  4. Repeat Step 3 three times, then click Submit.

Philadelphia Tax Center

To grant us TPA access to the Philadelphia Tax Center, log in to Philadelphia Tax Center and search for our access request. We’ll also send you a physical letter. Once you receive the letter, share the Letter ID with us to complete access.


Texas


Texas Workforce Commission (TWC)

To grant us TPA access to the Texas Workforce Commission:

  1. Login to TWC.
  2. Click User Admin.
  3. Under Quick Links, select Applicant List.
  4. Locate Kohl, James; Check Technologies and click Review.

INSIGHT If “Kohl, James” does not appear in your account, it may be because we haven’t requested access yet due to restrictions in your TWC account. In this case:

  1. On the Review Applicant page, click Approve.
  2. On the User Permissions page, assign the following permissions:
    • Manage Wage Reports
    • Make Payment
    • View Payment
  3. Click Submit.
