Can an admin approve a report submitted to another approver?

Yes, admins can approve reports submitted by any user. Admins have the permission to approve the reports submitted by all users across the organisation, even if they’re not the assigned approver. To access the reports submitted by users across the organisation, switch to the Admin View and go to the Reports module.
